Absolutely.
It seems quite obvious to me that there is something drastically wrong with PMs at the moment. Apparently, 45% of the respondents to this very thread's poll also feel the same way and suggest changing PM (through option 1 or 2) or hope that a change is coming in a future expansion (option 3).
Further, you can't browse the forums for Eclipse here on BGG without happening across at least 1 thread out of every 10 where the PMs being unbalanced issue rages on.
With such obvious dissent abounding, I would find it highly unlikely (not to mention somewhat irresponsible) if the games designers did NOT deal with the balancing of PMs properly in future rules.
