It's only ambiguous if there are two equally valid possibilities. In the scenario you lay out, there seem to be three possibilities (note that this applies to any situation in which a choice has to be made and the game does not explicitly lay out how to make it):

1) Avoid the situation (in this case, rule that the power cannot be used).
2) Allow the current player to make the choice.
3) Have another player make the choice.

It really is that basic when you break it down. I hope that the best option of the three is immediately obvious, but just in case, here's how I see it:

Option 3 is always less intuitive than option 2. There are games which will want to use option 3, but they will (or need to) explicitly make it clear that that's the parameter they work under. So eliminate #3 right away. Option 1 is slightly less intuitive, but not by much. Ruling that an ability cannot be used needs to be justified to be valid. In this case (a hero has two monsters next to him instead of one), there's no valid reason to suddenly rule that a Knight would forsake his Oath of Honor.

So that leaves you with 2. Just pick the damn monster and move on. If the game wanted to force you down one road or another, it would have said so.

Choices should not paralyze you. Just make them.
