Came back to comment on some Inquisition changes I see. Lots of great stuff.Order Upgrades:
Sigils of Revelation
Very thematic for the faction and useful for 1 materiel price. Might use some rewording but other than that it's good.
Suggestion "When you reveal this order token, you may choose any order stack and look at any orders in that stack, then place the orders back in the same place in that stack"
Purging Banners
I just realized this combos nicely with the Domination ability. Useful and creative. I'm unsure about the name but I'm frankly not up with the lore for Inquisition.
The other orders seem unchanged and are good. Pretty solid.
Combat Cards:
Starter Cards
Really solid starter cards, they remain mostly unchanged I think except for the Morale icon on Unquestionable Wisdom.
I have only 2 suggestions.
1. I would still think about adding a Morale icon on Shadow Assignment to make it more effective late game.
2. Unquestionable Wisdom is good as is, but if you can come up with some great thematic and creative unit ability for it that would be even better. We have these gain combat icons card in the game quite a lot already.
Command Level 0 Combat Cards
Sanctioned Psyker
Solid card, I'm going to go suggest some formatting changes here.
General ability suggestion "If he does not, your opponent loses 1 ". I think it would read better this way, but since there is no precedent in the base game to base this on your version might be just as correct.
Unit ability could probably use a comma after the weapon token.
Crusaders Defence
I see this card gained a general ability and iirc it's quite different than before. Seems like a really powerful card. I would suggest a slight nerf on the unit ability, specifically on the rally. "If you are defending, spend 1 something to rally 1 of your units".
I might be wrong though, this is bordering on too good but perhaps not.
Inconceivable Customisation
Seems great. Awesome picture choice.
Faith Guidance
I think this is completely changed? This is a fine niche card. I just remember the old card was great but maybe nothing was changed.
Command Level 2 Combat Cards
The Lidless Stare
Firstly, great name, great picture choice. Thematic effects for mind control. Excellent replacement for Reader of the Tarot. Formatting suggestion: "For each B they roll gain 1 (B) and 1 (S)." etc.
For balance I think the card is very slightly too weak. Quick dice results summary for the general ability, I'm not gonna do all the math but here's something.
50% of the time > 1 of the dice is B > gain at least 1 (B) and 1 (S)
25% of the time > 2 dice are B > gain 2 (B) and 2 (S)
11% of the time > You're rolling 2 S > Gaining 2 (B)
Them rolling Morale is ofc most of the time a fine result for you but overall for a CL2 card it's not all that awesome. I would suggest buffing the card slightly.
Defensive Barrage
Ahh, I can sleep peacefully now. Great icon choices on the card and nice to see utility at CL2. Creative general ability as well although it has a missing word. It seems perfect?
Hellstrike Missiles
I think this is slightly changed from before. I like both abilities but it's probably a bit too strong now. It's surpassing Necron power levels of CL2 cards. Just ditching the third attack icon on the card in favor of some attack tokens on the general ability should do the trick.
The unit ability already destroys a routed unit and the general ability removes a shield dice so you can't also have 3 attack icons.
Command Level 3 Combat Cards:
Truesilver Armour
It's unchanged I think. Thinking about it I think it could be very slightly buffed. The unit ability isn't crazy strong. Maybe you could make the choice in the general ability of choosing either 1 D and 1 (S) or 2(S).
Teleport Strike
Looks unchanged? I'm assuming you've ran some combat test with it to see it's balanced because it still looks broken to me.
Events:
Triumphal Withdrawal
Really creative, really like the idea. It's a bit strong now though. Maybe change to "instead of revealing an order token collect an Inquisition order token etc.".
Because right now there is almost no counter play to this card that's game winningly powerful. Even with the revealing of order token change you could make big mindgames and have it pay off wonderfully without the opponent feeling like there was nothing they could do.
Psionic Warfare
I still don't fancy it, but it is thematic for the faction.
Cutthroats for Hire
It's nice, missing "retreat 1 of their units" in the end. Also "his" should be "theirs"
Theosopmomy
Unique. Cool idea.
Radicals and Puritans
I think the first sentence should say "Either purchase 1 structure in any system..."
Elysian Drop Troops
Nice. Great picture choice, great theme. Missing word "or place 1 free Stormtrooper etc."
Ministorum's Dogma
Man is hitting the home runs with these events. Great variable effect and fitting theme for Inquisition.
Total Authority
If this is a Tactic it should read "discard this card during the first turn of the Planning Phase and place etc." . You're not voluntarily discarding it to do something, you're just following the tactic ability and then moving on.
It's a good fit theme wise for Inquisition so I get why you want to keep this card. But for balance this is just too strong if there is no other cost associated with it or any restrictions. At the very minimum it needs to cost 1 materiel or 1 cache/forge/reinforcement token.

Overall these cards are a great upgrade, really looking forwards to trying this faction out now.
Btw, Elysian Drop Troops gave me an idea for an order upgrade, how about Inevitable Excavation changed to some utility? "During this orbital bombardment you may discard 2 Attack dice to purchase 1 Stormtrooper on a friendly world in the active system"
