So I'm pretty sure there is a distinction between "Heroes" (players) and "hero characters" (the hero targets with character cards). I think the game tries to be specific that "Hero characters" don't do "game upkeep". e.g. "Mr. Fixer" doesn't ever discard cards, but "Mr. Fixer" does deal Damage. The players (heroes) discard cards. Similarly, you don't see "you deal Damage".
A good example of this is in Expatriette's Backup Plan, which involves these instructions:
One Hero character may deal 1 target 3 melee damage.
A second Hero character may regain 2 HP.
A third Hero may salvage 1 Item card.
A second Hero character may regain 2 HP.
A third Hero may salvage 1 Item card.
Note that it's the Hero characters dealing Damage and healing, but it is the player (hero) salvaging cards.
This distinction will be important in the upcoming Disparation expansion where we will have a hero deck that corresponds to two Hero characters. If you have a card like Argent Adept's Vernal Sonata that says "Each Hero may put 1 card from their trash on top of their deck.", the player controlling two Hero characters wouldn't get to do this twice.
The confusing thing here is that "Locate a Weak Spot" says each Hero gets the Power, but then you have something like Captain Cosmic's Cosmic Weapon the refers to a Hero character gaining a Power (although the Power wording just says "this Hero" which I think might be a mistake).
All of this to say... it's kind of confusing, it seems like some of the current content doesn't adhere to these conventions exactly, and it will have to be spelled out more explicitly in the upcoming expansion.
