Not true at all, the logical reason that the word "Primarily" is used here, rather than the obvious choices of "Exclusively" or "Solely," which clearly would have been chosen were your interpretation the correct one, is that when a unit is Stalwart, it is less likely to be forced out of the hex it originally defended from, and is thus more likely to meet the ONLY two conditions required for a defending unit to counterattack when attacked in melee:
A. Not be Eliminated
B. Remain in its original Hex; ie, not be forced to retreat. Further, the rulebook defined attribute that being Stalwart provides is that it allows a unit to ignore 1 Morale (flag) result rolled against it by the attacker.
