As mentioned above, whoever has loyalty there, the icons cannot be used to build and units may not be deployed there due to the presence of enemy units in the system.


Now, if it were imps on the ground and rebels in space, it would be subjugated, which means it's an imperial system, even if rebels have loyalty (though it would still count as a system with rebel loyalty). Still no building or deploying possible, though, because of rebels units in the system.
