Correct, and just to add to it cause the units seemed random in the example:
If the empire had ground units and the rebels had space units on the Populous system, it would be subjugated and therefore an imperial system.
(Not an imperial loyal system tho).
Even if the system was loyal to the rebels and it was subjugated it would be an imperial system
