My point is the enemy will only ever get one action, whereas a party will get as many actions as it has characters. There's no scaling in terms of actions, which ultimately benefits larger parties and disadvantages smaller parties. The scaling only exists in the amount of health and energy an enemy has, with a minor effect on the damage it inflicts.
