I think 2 minutes is more than adequate. If a player only took one round of actions before passing for each of the nine turns that would be 18 of the alloted 30 minutes per player stated on the game box. Since it is more reasonable to expect players to do multiple rounds of actions each turn you'll have plenty of grace with a hard and fast two minute time limit per action.I have had good luck with getting games in at the promised 30 minute per player. You just need to stay on top of when it is your turn and, this is most important, plan ahead.
