True but that's FFG's choice!
And there's always Valkyrie to eventually pick up the slack.
It may be that this use of the existing expansions is the kind of thing that will have to be done using Valkyrie.
As the saying goes... 'if you want something done, do it yourself!'

I desperatly want a change of scenery and otherworlds is the obvious choice for this. We have multiple library tiles and mansion room tiles already. I just want to see something that is fresh.
Even if it's a few otherworld tiles and a few underground tiles (that link to the SM ones).
As for "DLC not using expansions" that's a limiting factor that will get very stale, I think it depends on how they release the content, I'd be happy to pay for example £15-20 for a blister pack containing few people tokens or cards and a few unlock codes for scenarios, they can obviously do unlock codes as they sell the Dlc on Steam. If they could release the volume of scenarios then they could justify restricting them to certain expansions. The problem seems to be that they either can't write the scenarios quick enough or they just make far higher mark ups for selling the plastic.
I'd probably pay a little more than £5 each for highly repeatable DLC scenarios, even if they require a certain expansion.
It's a missed opportunity in my eyes.
