This is a tough call. This tends to happen in almost any game with more than 2 players, because at least one person will always be experiencing some type of downtime, and mght go off to do something or what have you. With Civilization it was atrocious; with Eclipse, not as much but its definitely still there. The difference with Eclipse is that you have moments, or rather Turns, I should say, where things are speedily moving along (more towards the middle and end), and then a particular turn where AP hits, or distractions come up. With my group, someone will be changing the music, or grabbing snacks or drinks, using the restroom, taking a call, anything, you name it. On the one hand, you're trying to enjoy a social situation, so you shouldn't be a game nazi about things, but then, on the other hand, you'd also like to finish the thing you started! Its a tradeoff, to be sure.

The one thing I can say about Eclipse is this: it holds up against distractions, because at least its very easy to get back into the swing of things; no needless or extra counting and crunching. Everything is laid out in front of you.
