Villain packs allow the imperial player to seed the mission deck with a mission like the Rebels attempting to gain allies. Generally if the Imperial player wins say the Boba Fett mission he gains that villain to be deployed at a later date. Villains with the app, see below, minor spoiler, about the first app scenario, nothing huge:
[o]We had IG-88 show up in the first campaign on the app, unsure if his dropping in was random or scripted. Meaning I am unsure if I didn't have IG-88 if it would have been a different villain that I did own or it was to always be IG-88. Guessing it was randomized from my owned villains because the base scenario is supposed to be playable with just what you own where as the 2nd requires Jabba's Realm.[/o]

The big boxes yes and their packs provide standard cards of enemies in their basic or elite form to be recruited in the Imperial pool and deployed via threat points as per normal.

Same with the app, the app physically shows the deployment of the enemies being randomized going through what you own and selecting one.
