Any attacked combatant will always have a true condition due to this errata.
And, I think, this errata makes the entire Urgency Token concept moot.
Urgency still applies when there are no enemies, but you just haven't gone to the exit yet.
Yes, you are right ... forgot about that. And I assume that was what Urgency was meant for, so parties cannot for whatever reason, delay too long before moving forward.
If monsters were ever on the map during a round, Urgency Tokens would not be placed because the monsters would have "had" a true AI action during the round, even if dead.
That is how I interpret this.
