In addition to MadMullet's point about gold and perks, have you been calculating level properly?
Lets say you have a group of 3 players all level 5, you should be playing at Scenario Level 3.
If someone retires and goes to Level 2, your new Scenario Level is 2.
For 4 players these are 3 and 3, for 2 players these are 3 and 2.
The only one of these combinations that would be considered even remotely "underpowered" is in 4 player. Even then you have 3 other players to pick up the slack, and your little L2 character will be levelling fast. Hitting level 3 after 5 scenarios even if they get XP from no other sources.
