As for mixing in the new cards, just shuffle all sets draft cards together to expand the variety. There are no rules governing this.
The starter minion rules are: After all archives are set up, you get to customize your own starter deck, but you must adhere to the rules, only 2 minions of each color. So you could have 2 Bad smokes, 1 Bad Smoke and a JAREK or 2 JAREKs for example.
As for wounds there is no set rule, but the general rule of thumb is at least half the wound stack should be basic NF wounds.
We usually play 36 regular, 12 martial law, and 12 coldest war.
But we do splice it up a bit and some times go 30, 15, 15.
