A really good chance, depending on who you are and what items you might have. Will tests aren't difficult to succeed at. I'm entirely with George on this one.

Depends on how you define the game state. It alters the probability of success/failure in favor of the player, and since those probabilities are the framework of the game I'd say it does alter the game state, just not in a visible manner.
