My guess is that they couldnt really get a deal for all-in to be delivered for $45 but kept the price for the backers because that's the upper limit stated on the campaign page and they are paying the difference themselves. But since they never 'promised' any delivery fee for add-ons they let you pay the real fee if you add anything in the pledge manager.
Only a guess of course.
