Exactly. Even a piddly vermling won't have a little nap when his buddies are still fighting. The exhaustion mechanic is there to add time pressure to the players. If you like it, use it. If you don't, modify it -- that's what I do.
The problem is that it allows someone to tank infinitely, because no matter how much additional damage they take, they’ve already ‘paid’ the cost. They’re an invincible tank.
Do you see how that causes design problems?
No, you’re incorrect. They can’t tank forever, they still take damage and will eventually die.
