Correct. But the terms you want are "build" and "deploy". "Recruiting" is how you get new leaders.



Also, be sure you are clear on what is required for building and deploying. For the empire to build or deploy, it must be an imperial system (loyal to or subjugated by the empire). For rebels, it must be a rebel system (loyal to rebels and not subjugated). For both sides, enemy units or a sabotage marker in the system prevent building or deploying.
