It's not because of Damnation. It's an attempt to make some internal balance.
Rerolls + Widow Maker for start make your turns take forever.
Some time ago I added some Inferno (no-Damnation) items to the standard items in the AQ/BtG upgrade set. Among which the starting items - and Widowmaker.
I must say that it still doesn't feel overpowered, even with 3 rerolls.
I also mix some AQ/BtG items in when playing Inferno. I like the variation. The only thing to take care of is that the mix won't be at a disadvantage for specialist sword or exotic weapon users.
What that's concerned I hoped that Inferno would be more compatible with AQ.
And would add a different kind of funny upgrades and specialities that are useful in all versions, like:
* can be exhausted twice
* exhaust your hero to unexhaust this weapon
* can not use rerolls when defending against this weapon
* a +1 attack bonus vs major minions
* (very good weapons) when using this weapon, exhaust all/an additional of your attack cards
* when exhausting this weapon, switch it with another weapon from your guild
* can also be exhausted to be used as a boost that gives +1 die to an attack
* chilling weapons: if it inflicts any wounds (hits) target get -1 movement to a minimum of 1 (resting removes this)
* multi-boosts: exhaust to get +2 defense OR +2 rerolls (or attacks/defense)
.. and so on. The Damnation stuff - how probable is it that the AQ version wil use it as well?
