I think the answer is "sort of".

Rulebook 1.08 page 23:

EDGE: Unless connected to another Tile, the edge of each Tile blocks Line of Sight and is impassable.

So that would make it very similar to Obstructing Terrain, page 21:

OBSTRUCTING: Blocks all Line of Sight. Obstructing Terra in is not
considered a space and figures cannot move on to or through it. No
effects ignore Obstructing Terrain other than UNSTOPPABLE (see Tags Pg. 32-33).

So, I think tile edges and Obstructing terrain are nearly identical in nature with the exception that UNSTOPPABLE figures presumably cannot pass through the edge of tiles like they can with actual Obstructing Terrain.
