I don't think so, judging by the following two relevant sections from page 45 of the Rulebook (quoting v 1.08 here):
1st Relevant Section:
Upper Left, Under "Weapon Types", in the box labelled "IMPORTANT" it states:
"An Attack Action requires the target of the Attack to
be within Range and Line of Sight."
2nd Relevant Section:
Upper Right, Under "Line of Sight", 2nd paragraph:
"Obstructing Terrain, edges of a Tile where the Tile doesn't connect to
another Tile, Elevation differences, and spaces occupied by opponents,
block Line of Sight."
These two statements together, suggest that you cannot attack through elevation using a weapon with reach.
