Well, I think the pandemic-like mechanic actually represents well the supernatural stuff making the populace panic and distressed. But I agree it's too much right now. Perhaps it should be as you say, start in a calmer fashion, maybe even with less doom tokens in the bag (or none), and have the effect amping up as the story progresses. It would feel more organic that way.
Or you could remove 1 doom token out of mythos bag and replace for a blank token. This way way you got 2 doom tokens, 1 explosion and 4 blanks. It helps with "doom spreading too fast" problem.
Yep, this too. There are various ways to mitigate the "whack a mole" effect, really.
Also, if they tone down the "whacka" I feel like they should fill the gap with some other mechanic. Perhaps bringing back the gate sealing from AH2e would be a good idea here. Have a separated board to be a different dimension, perhaps even with the 3 spaces as default, for players to travel to and explore. Perhaps make so these gates add doom to the scenario sheet if they stay opened for too long and have special encounters with rare/really valuable items/assets not found in any other place but which require tougher tests to beat. Etc.
Anyway, there are lots they can do here. But it all depends on them seeing that the game needs to be more open in first place. more do the same
