You are wrong to say that placing an encounter is optional. Dracula must do so when he moves to a city (or hides) in his turn, unless there are hunters in the city moved to.


I failed to notice such obligation (as in MUST) in the rules booklet. I truly understand there's no advantage in Dracula not placing an encounter card on every city location, but the rules doesn't seem to say he MUST do it. Can you point me in the right direction pagewise in Learn to Play or Rules Reference?
