It is correct that the placement of tokens is at the END of the movement action. Usually, this doesn't really matter and players can just place them when they want to, but it does preclude the Fanatical jump trick discussed here. Otherwise, it only really matters when encounters are involved, because of the unspoken rule (Jamey has spoken it directly to me at least) that there cannot be two tokens on a territory.
As for placing Influence after using Fanatical, that is fine. You remove the Influence WHEN you move, the space is now tokenless, and at the end of your turn you may place another token there. However, you are really only dumping one token on that turn, rather than two, so there is a bit of a cost there.
